Why This Article Matters
Construction is one of the last great frontiers of gender inequality in the European labour market. Despite decades of equal-opportunity legislation, women account for fewer than 12% of the construction workforce across EU member states — and in many countries, including Türkiye, the figure is considerably lower. Behind this statistic lies a more granular story: women do not simply choose to avoid construction. They are, often silently, pushed out of it — by training environments that were never designed with them in mind, by social expectations that treat technical work as inherently masculine, and by institutional structures that ignore the specific barriers women face.
Vocational Education and Training (VET) sits at the critical gateway. It is where interest becomes qualification, and where a young woman’s career trajectory is shaped for years to come. If VET fails her — through hostile classroom culture, irrelevant content, or inflexible delivery — the industry loses a potential professional before she ever sets foot on a site.
This article, produced as part of the ConstructHer (CoHer) Erasmus+ project, draws on curriculum research, pilot programme data, and educator feedback gathered across seven partner countries to identify the six most significant challenges female students face in construction VET — and, crucially, to document the strategies that have proven effective in helping them overcome those challenges. It is written for VET educators, curriculum designers, institutional leaders, and policy-makers who want evidence-based guidance, not platitudes.

CHALLENGE 01
01 The ‘Belonging Problem’: Feeling Like an Outsider from Day One
The most consistently reported barrier across the CoHer pilot is not technical — it is psychological. Female students entering construction VET programmes describe a pervasive sense of not belonging: classrooms where every image on the wall depicts a male worker, textbooks where women appear only in administrative or safety-observer roles, and peer groups where casual remarks reinforce the idea that women are guests in a man’s domain.
This is not a matter of individual prejudice. It is the cumulative effect of decades of curriculum design, marketing, and institutional culture that has treated men as the default construction student. The consequences are measurable: female students in mixed-gender construction classes are statistically more likely to withdraw in the first eight weeks, and those who stay report significantly higher levels of stress and lower initial confidence than their male peers — even when their academic performance is equivalent or superior.

02 The ‘Strength Myth’: Assumptions About Physical Capability
One of the most persistent and damaging myths in construction is that the work is fundamentally about physical strength — and that women, by definition, are less suited to it. This belief operates at multiple levels: it shapes employer attitudes during recruitment, influences peer dynamics in training, and — most damagingly — can become internalised by female students themselves, causing them to self-select away from technical modules before they have even attempted them.
The CoHer pilot data tells a different story. When female students were asked post-session whether they agreed that ‘physical strength is the primary requirement for success in construction’, over 89% disagreed — a dramatic shift from their pre-session baseline, where nearly 60% had expressed uncertainty or agreement with the statement. The shift occurred not through argument, but through exposure: hands-on practical activities, demonstrations of mechanical assistance and smart tooling, and presentations of the full range of construction roles (the majority of which do not involve heavy manual labour at all).

03 Assessment Structures That Favour the Wrong Things
Traditional VET assessment in construction has been built around formats — timed written tests, physical demonstrations under observation, group project leadership roles defaulting to the loudest voice in the room — that systematically disadvantage many female learners, not because women are less capable, but because these formats measure performance in ways that correlate with socialised behaviour patterns, not with actual competence.
Female students in the CoHer pilot consistently performed better on portfolio-based assessments, structured peer review, and scenario-based problem-solving tasks than on timed examinations covering identical content. This is not a ‘lowering of standards’ — it is a recognition that the standard was poorly designed to begin with. Assessment should measure what a student knows and can do, not how well they perform under conditions that amplify anxiety.

04 Inflexible Delivery That Ignores Real Life
Construction VET programmes in most partner countries are designed around a single learner archetype: a young man, 16–19, with no caring responsibilities, available full-time, and willing to travel for site placements. For the large and growing cohort of female learners who come to construction VET as adult returners, part-time students, single parents, or women retraining after redundancy in another sector, this model is not merely inconvenient — it is effectively exclusionary.
The CoHer consortium’s curriculum mapping exercise revealed that none of the existing Turkish VET construction programmes offered part-time pathways, online or blended delivery options, or any formal recognition of prior learning that might accelerate progress for women with relevant experience. This means that a 35-year-old woman with ten years of experience in architectural drafting who wants to upskill into project management must start from zero alongside a 16-year-old school-leaver — or not enrol at all.

05 The Mentorship Gap: No One Who Looks Like You
Mentorship is one of the most robustly evidenced factors in professional retention and career progression — and it is one of the areas where female students in construction VET are most acutely underserved. When there are no female educators in a department, no female site supervisors arranging placement visits, and no female alumni returning to tell their stories, the implicit message to female students is that the career path they are attempting has no established route for women. They are, effectively, being asked to navigate without a map.
The CoHer project addressed this through deliberate design of the Leadership and Professional Empowerment mini-courses, which embed structured mentoring moments, peer coaching frameworks, and industry contact sessions with female professionals into the curriculum itself — rather than treating them as optional enrichment that only the most motivated students seek out.

06 Credentials That Don’t Travel: The Certification Problem
A qualification that no employer recognises, or that cannot be verified quickly, or that requires a year of full-time study before any credential is issued — these are not abstract policy problems. For a woman returning to education after a career break, or trying to switch sectors while managing a household, the inability to demonstrate incremental progress is a genuine economic barrier. If she cannot show something tangible to a potential employer after three months of study, she may not be able to justify continuing.
The micro-credential framework developed by the CoHer project was designed explicitly to address this problem. Each of the six mini-courses generates an immediately shareable digital credential upon completion, verifiable through the MasterStudy LMS platform. Learners do not have to complete an entire qualification programme to have something to show — every module is a building block, and every building block is recognised.

SYNTHESIS & RECOMMENDATIONS
Six Challenges, One Systemic Response
Read individually, each of the six challenges described in this article can seem manageable — a matter of updating some imagery here, adding a mentorship component there. Read together, they reveal something more significant: a VET system that was built around one type of learner and has never been systematically redesigned. The barriers female students face in construction training are not independent problems with independent solutions. They are interconnected expressions of a single structural reality.
This means that piecemeal interventions — a one-off unconscious bias workshop, a single female guest speaker, a tokenistic image update on course materials — will not produce durable change. What is required is a coherent, institution-wide commitment to redesign, grounded in the kind of curriculum mapping and pedagogical reform that the CoHer project has piloted across seven partner countries.

CONCLUSION
The Cost of Exclusion — and the Opportunity of Inclusion
Every female student who withdraws from a construction VET programme because she felt she didn’t belong, because the assessment didn’t capture what she actually knew, or because she could not fit a rigid timetable around her life — represents a double loss. She loses a career pathway and the economic independence that comes with it. The industry loses a professional it desperately needs.
The good news is that the barriers described in this article are not natural laws. They are design choices — choices made decades ago and maintained through institutional inertia. They can be unmade. The CoHer project has demonstrated, across seven countries and 238 pilot participants, that when VET programmes are genuinely redesigned with female students at the centre, the outcomes are transformative: confidence rises, completion rates improve, and women develop not just technical skills but the professional identity to deploy those skills over a long career.
The tools are available. The curriculum is open-access. The evidence is in. The only question remaining is whether institutions, employers, and policy-makers are willing to act on it.
